A buzz on one string is unlikely to be caused by the gasket not being complete. It is more likely to be a bridge saddle, nut, or biscuit fixing issue. Having said that, if you are going to keep the gasket, it should be a complete circle.
My advice would be to show your guitar to an experienced resonator luthier. This is a very specialised area and I would be very careful about who you allow to work on your guitar.

Agreed, the problem is most likely the slot in the saddle or the slot in the nut. I would start by filling and recutting the bridge saddle for that string. It can be done without removing the coverplate or even the strings.

Saw this revisited and have to add my .o2 about gaskets from a pedantic soundo point of view... Mine is just an opinion from someone who has dealt with a variety of speaker design over the years.
From what im learning, have learned, The resonator guitar is essentially a bass reflex or "ported" speaker enclosure with the cone acting as a speaker cone. A good seal can't do anything but help the loading of the cone to resonate properly and make the instrument perform its best.
One of the first questions I asked on this forum was regarding covering the body baffles (f holes, waffle grilles). A number of responses suggesting putting some tape over them, and or the holes in the cover plate. I tried it and it is amazing how restricting the air flow changes frequency response. Tape on my cover plate increased bass ( not in a good way) Im convinced a cone leaking air around its edge would negate at least part of this damping effect and a felt gasket seems like a no brainer if the cone edge and well aren't together.
Maybe an incorrect assumption I think a bad seal on the cone could put the resonant frequency right at the second string note causing a buzz. More likely a diminution of volume at the very least. Next time I'm in the mood for experimenting I'm going to try a felt gasket in my republic.
