Hi again !
There is not anyone in the Edinburgh area that I know of who has the expertise to work on resonator guitars. (I would hwve used them by now if there was someone !)
I have heard that Jimmy Moon (famous luthier) in Glasgow has worked on some National guitars before but I don't know what his work is like. I am also not sure how much of his luthier work is carried by him these days, and how much by his fellow luthiers.
IF you are going to get a luthier to work on your guitar, I expect their fees will likely be similar enough, within reason THEREFORE send it to one of the best available. For the UK, i would highly recommend Dave King and Steve Evans, who are both in England

Dave King is the official MM Guitars luthier. All MM Guitars are set up by Dave King Acoustics. I also recommend all UK repairs to go there, unless there is someone nearby who is experienced with this kind of work. John Alderson, Steve Evans, Ralph Bown, Pete Towers, are all very capable of doing this job.
