Hi tmckane,
Kelly Joe Phelps is certainly a fine lap steel player. His first three albums all feature lap steel playing; Lead Me On, Roll Away the Stone, Shine Eyed Mister Zen.
My advice would be to learn the techniques of playing lap steel guitar and to study the masters of blues slide guitar. Learning to play lap style slide guitar is only a part of it, learning to play blues is what you really should focus on.
I believe that Mississippi Fred McDowell influenced KJP's playing.

I have always really liked Lead Me On. When I saw that KJP was now playing a National, it occurred to me that his music would sound great played on a fiddle-edge. Even a Luma-lite. But that's just my opinion.

I saw KJP on his last visit at The Bush Hall and it really was a game of two halves. I wasn't taken with the introspective songs played on the Martin at all but the stuff he played on the NRP (bare fingers, slide, conventional position now) was stunning. gsgarrymsmith.wix.com/theslideguy
